Gagal sync data lembaga karena parent_id numeric sedangkan sitren mengirim dalam UUID

Sebelumnya parent_id diupdate ke numeric karena di ijop yang dikirim adalah numeric,
sekarang jadinya parent_id dikembalikan ke UUID dan untuk kebutuhan ijop dibuat param baru dengan tipe numeric
